The General Terms and Conditions of business using the online application (hereinafter referred to as "General Terms") apply to the free use of the Toll For All application through the web portal https://toll4all.com.
The users of the Toll For All application are natural and legal persons who meet the criteria stipulated in the General Terms, they are familiar with and have fully accepted the General Terms, and they have consented to the processing of personal data, after registration and entering the necessary personal data (user`s name and surname, user`s address, email address, phone number)
PE "Roads of Serbia" will sell electronic toll collection services through the websitehttps://toll4all.com that includes the service of payment of the realized toll on the territory of the Republic of Serbia, that is, on the highways that are under the maintenance of this PE.
Registered users of the Toll For All application will have access to:
- The payment of the electronic toll service,
- The creation of a personal user account and insight into all data and device usage transactions for Toll For All,
- The cost control for the toll service through the monitoring of transactions and current consumption,
- The archive of all previously issued invoices for toll service, with display of individual specifications of vehicle passes, i.e. registered device for Toll For All.
Payment for the service through the Toll For All application can be made with payment cards - VISA, MasterCard and DinaCard, which support payment via the Internet. Payment by cards is realized in cooperation with Banka Poštanska štedionica AD, Belgrade, and is done in a safe and certified way through Paymet Gateway, by simply entering data from the payment card.
In order to pay for the service of the realized toll, all registered users of the Toll For All application will be automatically debited from the account of the registered payment card on a daily basis in the amount of the incurred debt.
The user is obliged to check with the commercial bank that issued the card whether the card he owns supports payment via the Internet.
All payments through the Toll For All application will be made in dinars, while the middle selling rate of the National Bank of Serbia is used for informative display of prices in other currencies. Your payment card will be charged for the amount obtained by converting your local currency, according to the middle exchange rate of the National Bank of Serbia. As a result of the said conversion, it is possible that there will be a slight difference in the price charged to you, from the price displayed on our website
The complaint procedure about an online transaction for using the electronic toll collection service begins by calling the Customer Support Service of PE "Roads of Serbia" at the phone number by sending a request to the email address, where it is mandatory to specify the user's ID number (received in the notification email with each completed transaction). When submitting a complaint, the user is obliged to fill in the complaint form, which is available on the web portal in the form of an online form.
We ask the users to contact our Customer Support service at the phone number , if the user has any objection to the amount of toll charged after the transaction based on the toll payment service.
You will receive an answer to the submitted complaint in written form or electronically, within the legally stipulated period, i.e. no later than within eight days from the day of receipt of the complaint in written form or electronically. The deadline for resolving the complaint is 15 days from the moment of its submission.
The customer can withdraw from the contract remotely, by filling in the statement on the contract withdrawal form to the email address.
PE "Roads of Serbia" is obliged to notify the customer of the receipt of the Statement of withdrawal from the Contract by electronic means. The deadline for submitting the Statement of withdrawal from the Agreement is 14 days, counting from the moment of conclusion of the Agreement, i.e. successful registration of the user
If the user submits a request to withdraw from the Agreement and exercises his right on this basis, in accordance with the General Terms of business and the Law on Consumer Protection, it is considered that the Agreement has not even been concluded.
If the user exercises the right to withdraw from the Agreement, in the manner described in the General Terms of business, he is obliged to settle all debts to PE "Roads of Serbia" based on the services provided up to the moment when the user informed the service provider that he exercised the right to withdraw from the Agreement
In the case that a refund of certain funds is approved upon the user's complaint, and the user made the payment to one of the payment cards, partially or in full, and regardless of the reason for the refund, PE "Roads of Serbia" is obliged to make the refund exclusively via VISA and the EC/MC payment method, which implies that the bank will refund the funds to the account of the user of the payment card on which the reserved/charged funds are located.
PE "Roads of Serbia" aims to make the Toll For All application as useful and functional as possible, and for this reason the General Terms and Conditions will be periodically updated and published as such on the official website, thereby becoming immediately valid
PE "Roads of Serbia" has the right and obligation to amend and modify the General Terms and Conditions and price list in order to comply with changes in the Law on Charges for the Use of Public Goods and/or general acts of the road manager, PE "Roads of Serbia", other binding general acts, its business policy and user needs. PE "Roads of Serbia" will inform the users about modifications and complements to the General Terms and Conditions and price list via the mentioned website.
Public Enterprise (PE) "Roads of Serbia" takes the privacy of every individual very seriously, respects and strives to protect the personal data of its users, respecting the Privacy Policy, i.e. information on the method of collection and processing of personal data of users of the Toll For All application, as well as the way in which registered data is protected, used, the circumstances under which they may be deleted or disclosed, as well as the right to his consent for the use of this information
By accessing and using the Toll For All application, the user confirms that he agrees with the collection and use of collected information in accordance with this Privacy Policy of PE "Roads of Serbia"
In case of questions or any doubts regarding the Privacy Policy, the method of data collection and data processing, the user of the Toll For All application can use the Customer Support service, via the email address .
Personal data is data that can be used to identify a living individual. We always strive to ensure that the personal data we process is treated in a secure manner that complies with all applicable laws and regulations, including the General Data Protection Regulation (GDPR). PE "Roads of Serbia" only collects personal data that you voluntarily give us and that are necessary for business purposes. All data that comes into our possession is updated, stored in a secure manner, protected from any misuse, unauthorized disclosure or loss and is stored only for the time necessary to fulfill the purpose for which it was obtained. When we no longer need the data, we will destroy it irretrievably.
Personal data may include, but is not limited to:
- Name and surname, address, telephone number
- E-mail address
- Usage data
- Cookies
We may collect/use your personal data in order to:
● create your account within the Toll For All application;
● keep records of services performed within the Toll For All application;
● improve the services we offer;
● notificate you about information that PE "Roads of Serbia" believes would be important to you while using the services;
● eliminate possible disturbances in the use of the Toll For All application;
● phone number data is required for your registration as well as password confirmation;
● at your request, to contact you with newsletters, marketing or promotional materials and other information that you may be interested in;
● etc.
During a visit to the web portal https://toll4all.com, i.e. when registering on the Toll For All web portal, personal data is collected, whereby users allow the application to identify them and provide them with access to certain services. Registration involves filling in certain fields where the user's personal data is entered, which is then processed by PE "Roads of Serbia", taking all necessary protection measures, in order to prevent unauthorized access, disclosure or unauthorized destruction of data. Personal data is used exclusively and only for the purpose of providing the realization of the services implied by the Toll For All application. If the user ticks the box for receiving the latest information from PE "Roads of Serbia", the entered personal data of the user can be used for the purposes of communication and promotion of new services, improvement of the website, improvement of the offer of products and services, and this type of notification cannot be considered as unauthorized messages, unfair competition, harassment and similar.
PE "Roads of Serbia" is not responsible for any loss or theft of users' passwords or their unauthorized use.
The user accepts that the use of the Toll For All application through the web portal is their responsibility and risk, because PE "Roads of Serbia" does not control the Internet as an international network.
The company PE "Roads of Serbia", as a seller of products and services on its website, makes maximum efforts to protect the privacy of its users when they are online. Your personal information is stored in a secure and confidential manner, and processed in a lawful manner in accordance with this privacy policy. In order to protect unauthorized and illegal access and processing of personal data of registered users, appropriate measures are taken, including encryption of information and user data.
A cookie is information saved on the user's computer by the website he visits and, as such, saves settings, settings for the website, such as the preferred language or address, and enables the page to recognize useful information about the user and display information tailored to his needs, and all this in order to provide the user with a free service with full functionality and the highest quality content. The web reader (browser) can be set not to receive internet cookies, but in that case, the user will not be able to experience the full user experience.
PE "Roads of Serbia" undertakes to protect the privacy of its users. Basic data necessary for business operations and user information are collected, and in order to provide the highest quality service, all users have the option of choosing if they do not want to be on the mailing list to receive notifications about possible promotions, marketing campaigns, and more. The user database is strictly guarded and only certain employees who are authorized to manage the database have access. Employees of PE "Roads of Serbia" are responsible for respecting the principles of privacy protection.
Confidentiality of personal data is protected and ensured because when paying on our website, an advanced system is used for safe acceptance of payment cards via the Internet. This system ensures the complete secrecy of the user's card and personal data from the moment they are entered into the Payment Gateway payment form. Payment data is transmitted encrypted from web browsers to the bank that issued the payment card. PE "Roads of Serbia" never comes into contact with the entire payment card data of its users.
The form for entering payment data is secured with an SSL transport code of the highest reliability. All stored data is additionally protected by encryption, using a cryptographic device according to the FIPS 140-2 Level 3 standard. The bank's Payment Gateway meets all the requirements related to the security of online payments prescribed by the leading card brands, that is, it operates in accordance with the norm - PCI DSS Level 1 - the highest security standard of the payment card industry. The Bank considers all collected information confidential and treats it accordingly. Information is used exclusively for the purposes for which it is intended. All user data is considered sensitive data and is completely secure, and their privacy is protected by the most modern protection mechanisms. Only the data necessary for the performance of the work are collected in accordance with the prescribed and demanding procedures for online payment. The security controls and operational procedures applied to our infrastructure ensure the immediate reliability of the system. In addition, by maintaining strict access control, regular security monitoring and in-depth checks to prevent network vulnerabilities, and planned implementation of provisions on information security, they permanently maintain and improve the level of system security by protecting card data.
Data security during payment is guaranteed by the payment card processor, Banca Poštanska Štedionica, Belgrade, so the entire payment process is carried out on the bank's website, and the payment card data is not available to the PE "Roads of Serbia" system.
PE "Roads of Serbia" will periodically update this Privacy Policy and after each change will indicate the date of the revision, which will take effect from the specified date.
We suggest that all users review this privacy policy from time to time in order to be informed about the manner in which information and personal data are protected.
PE "Roads of Serbia" respects the protection of children's privacy in the interactive online world. Our website is not intended for persons under the age of 18 and our policy prohibits the collection or retention of information about minors.
Уколико сте корисник ТАГ уређаја у prepaid систему (I категорија), можете извршити
преконфигурацију истог на Web сервис Open Balkan ETC у следећим пословницама: ЈП „Путеви
Србије“.
1. Устаничка 64/ V спрат, Београд – Пословница ЈП „Путеви Србије“;
2. Булевар Краља Петра I 28а, Нови Сад – Пословница ЈП „Путеви Србије“;
3. Браће Станић 45, Чачак – Пословница ЈП „Путеви Србије“;
4. Булевар 12. Фебруар 4. прилаз Ниш – Пословница ЈП „Путеви Србије“;
5. Мобилно продајно место за ЕНП у оквиру наплатне станице Прешево – Пословница ЈП „Путеви Србије“;
1. Корисник доноси ТАГ уређај у једну од горе наведених пословница и предаје уређај запосленом на преконфигурацију.
2. Након преконфигурације и умањења средстава (уколико је на уређају било средстава) корисник добија Уговор са QR код-ом и Рачун-Признаницу умањења.
3. Корисник скенира QR код са уговора или отвара url адресу у web browser претраживачу https://openbalkan-etc.com/ где уноси све тражене податке:
- регистарску ознаку
- серијски (спољни) број уређаја који има 11 цифара (уколико није аутоматски попуњен)
- верификациони код (уписује се регистарски број возила из уговора)
- име корисника
- презиме корисника
- адресу
- град
- E-mail адресу
- Број телефона (обавезно попунити поље)
4. Након попуњавања свих наведених поља корисник прелази на корак повезивања платне дебитне/кредитне картице. Напомена: Web сервис Open Balkan ETC не чува податке о корисничкој картици и на овај начин трансакција je сигурна.
5. По уносу броја картице и успешне валидације исте, корисник се преусмерава на „ХВАЛА“ страницу. Паралелно кориснику се на регистровану е-mail адресу шаље линк и креденцијали (user name и password) за логовање на кориснички портал.
6. У случају да корисник жели да користи ТАГ уређај у Републици Северној Македонији, потребно је да преко свог налога приступи порталу, изабере опцију „Картице“, затим таб „Северна Македонија“. Након што се сагласи са општим условима пословања и политиком приватности, кроз опцију „Додај картицу“ врши повезивање платне дебитне/кредитне картице.
Овим поступком завршава се бесплатна регистрација ТАГ уређаја на порталу.
У случају да корисник жели да изврши повраћај умањењних средстава са ТАГ уређаја, потребно је да преко свог налога приступи порталу и користи опцију „Повраћај средстава“ где ће унети следеће податке: име и презиме, број текућег рачуна, назив банке, контакт телефон и приложи скенирани документ рачин - признаницу умањења.
Напомена:
• Тридесет минута након регистрације на wеb сервис Open Balkan, корисник може са ТАГ уређајем проћи кроз наплатну станицу у Ребублици Србији, а 60 минута након регистрације картице за Републику Северну Македонију. Кориснику ће се, након коришћења одређене деонице аутопута, извршити аутоматска наплата путарине са регистроване платне дебитне/кредитне картице.
• Сви Корисници ENPаy апликације ће у блиској будућности аутоматски бити пребачени на Web сервис Open Balkan ETC.
• Уколико је корисник правно лице и путарину плаћа преко овлашћеног дистрибутера ЈП „Путеви Србије“, погодности везане за web сервис Open Balkan ETC ће такође моћи да оствари у блиској будућности.
